We need a President that will restore the CIA to its former glory. I hope Romney will be that man. My greatest wish is to save and fix the CIA. I hope my posting this link here will help this great cause. I wonder if in addition to all the great advice that Fred W. Rustmann Jr says, if I could add my two cents, and that is; How about when we have a new and improved CIA we have all Officers in the entire agency have to do field work. This means EVERYONE has to go in the field and spy and do out in the field ALL the activities required out there. This would make the usual desk clerk more respectful of the field agent as well as less willing to betray the Agency. Everyone should face the dangers of the field this way it would lessen the number of people who choose the safe cushy jobs to then sell out to the highest bidder. It would lessen the people who join for a good pay check. If people knew that this is a job where Life and Limb is required, even if eventually your spot is the geek behind a computer, than more people of the Right stuff will join. This might lessen the traitor problem at least due to bureaucracy. We should have very few bureaucrats in this institution. The very few should do only things like minor secretary stuff, mail room stuff and answering the phones only to direct the call to the right person. The field agents should have the last word on decisions because they are on location and it is they who risk their lives. The agent in the field is there to see and know everything. The guy in Washington is too far removed from the situation to decide.  Decisions made too far away from the place where the event occurs are usually bad, lazy decisions. This has happened so much in Washington as to gum up the works it needs to change. The article I wish to link is written by Fred W. Rustmann Jr. He is CIA retired. The reason I am putting this link is because this man knows what he is talking about. He best knows how to Save and Fix the CIA. I also wish with all my heart to Save and Fix the CIA. Today we have a new CIA director David H. Petraeus. One can wonder just how infiltrated the CIA is due to two factors; one when I was on YouTube I was looking at CIA stuff. I then stumbled on to a Very ant-CIA film called "On Company Business" The film was posted by a German  but when I posted my opinion as is custom in YouTube viewings, I was promptly deleted. I was posting a pro-CIA statement. So far everything is normal. I went from that site directly to the CIA site but to my surprise I was blocked from the CIA site. Strangely my cousin from a few towns away could get on the CIA site as well as another cousin in Reno Nevada. I then contacted a geek friend. I told him every detail. He said that the server of the film and the server of the CIA site were identical. He explained that the Server Administrator kicked me off as an individual. This geek knew because he is a Server Administrator and owns his own server company. Funny that the CIA would put up an anti-CIA film from a German source. It gets stranger. I call my cousin who is a few towns away because she is a successful business woman who knows how to handle things. My cousin told me to call the CIA because it is their site so it is up to them to fix the problem. I call them promptly at 7:05 AM Eastern Standard Time. A woman answers the phone. This woman could hardly speak English and you could cut her German accent with a knife. We had trouble communicating with each other due to her lack of English and her very thick accent. Between these two observed events I concluded that our CIA is well infiltrated or totally controlled by Germany another words Interpol (their CIA equivalent). The CIA should of all places be filled with Americans not Foreigners. I found this Very suspicious. So this made me sad to loose our CIA. I later found the article written by this retired CIA person who also shared my concerns but from an organizational point of view so I decided to combine both our experiences. I am a civilian and am coming from a different perspective than Mr. Rustmann but I support this man with all my heart and hope others will join in and help us get our CIA back.

An additional note: Back in the good old days when America was a first world country the CIA had offices dispersed across the nation to watch out for foreign agents.  Back then the CIA prevented infiltration of America. The CIA acted much like your firewall does for your computer. We had a trusting relationship with the CIA and most of the time the CIA could ask an American openly to help. The CIA, back then made an effort not to scare regular U.S. citizens and friendly foreigners who came to escape the bad old country. The CIA was polite when dealing with people in our home country. Now that brings me back to the story of the German in the CIA. When she could not communicate she got another woman to take the call. The other woman was rude and offensive. Obviously today the CIA makes no effort to be polite or calm American citizens who call. Of course is it ours is the big question? Obviously those that use the label CIA are very different than the "Old Guard" CIA.  One day the politicians probably got stingy and decided to can this wonderful protection system for budgetary reasons or reorganization reasons. I am unsure why it was taken away but it was shut down and it's absence is noticed by our nation falling apart at the seams and no one is trying to stop it. The idea of shutting down this protection system was bad because it left America wide open for infiltration by enemy spies. Dropping this essential program is like if computers across America dropped their firewalls and simply let all the viruses in.  I am sure you can understand the chaos and dysfunction this causes in a computer. The same is true for a nation.
